If i have the term right .
Looking at one of the first trees i got from the allotment i think it would make a good candidate for getting some roots higher up and repotting .

Yes - the long thin trunk is mostly wasted unless you see a literati in there. Possibly something could be achieved by wiring one or more of the branches right down and putting some nice shape on it.

Air layering is mostly started in spring so it may not be advisable to start it until then. This looks like a Scots pine to me. I've not air layered one so I don't know how well they take. In the meanwhile you might want to feed it well, give it plenty of sun and it may even back bud for you down the trunk as well.

Its about 3ft tall so i think it would make a good tree to try it on as its not really wanted as it is .

Pines are possible but not certain. Even if it takes - the internode length is still very big. For 12-15 quid at a good garden centre you could get better raw material. If you haven't air layered much before you could still do it as a technical exercise.

The whole tree .
I did have it bending over a waterfall but thought air layering it would make a better tree .

You could probably add a little movement in the trunk and bring at least the lower branches right down and build from there.
