I found a nice swamp cypress trunk at a tree nursery, but no usable branches. If chopped will they bud from the trunk to create new branches, like a broadleaf?

It would help if you could post photos of the tree!
In theory if there are dormant buds present it should bud back in spring if you prune after needle-fall this autumn
Taxodium will also root quite easily from cuttings so any branches you remove in autum can be treated as hardwood cuttings and planted in free draining compost kept over winter in a sheltered spot and should be rooting by May!

No pic it’s still at the nursery.

It’s barked up and no branches for 5-6feet from the base, so would need a trunk chop to progress as bonsai material.

Make sure it's a taxodium and not metasequoia. And I'd suggest an air layer on such a rare tree if it's so large

Yes it should back-bud readily according to growers in USA who have loads to play with as it grows like a weed in some states!!
It really depends if you want to fork out loads of money and risk it, how good is the nebari? Is it worth it?!
